It is not only Musk vs Gates, it is Ellon Musk against them. The tariff war is hurting the profits of some members of the capitalist class, some members of the capitalist class voted for it, but they did not expect that it was going to be against against all capitalist countries

The old days when the USA ( and England ) was an industrial powerhouse, and it was the master of the universe is already gone, and its domination around the whole world is declining, and it is isolating itself
During Trump first term some companies comeback, or establish a dual status having factories in the USA and factories in China, but that situation has been eliminated too by China, and also this time Trump is a lame duck, he is one time president and he can not be elected again only if they change the constitution or establish himself as a dictator thru an executive order, and probably, the democrats and some independents groups are going to win the next partial and presidential election
Moving factories from China, Vietnam or Mexico cost a lot of money, and it takes time to be done, and due to the uncertainty of the Tarif many companies are not going to take the risk by moving their operations, they would prefer to stay where they are located and based on a global economic there is not such thing as a national economy, in some way, the USA is only an assembler
That is only the pretext, it is all geopolitical and it is part of the confrontation between the USA and China, and China is holding the frypan by the handle, and their tentacles are extending all over the earth, and they are monopolizing more than 85%
of the mining of rare earth which is needed for modern production

The USA has imposed tariff to several countries that are having commercial trades with China
