Should Credit Cards contain your photograph?

I would not try to enter a tangible figure for the amount of cash and services obtained upon fake credit cards in uk alone,so i will prompt the question and its simple is it possible that it is a political command that prevents photographs being produced upon cards?i believe that credit card production is linked to other elements such as state importation of drugs and unsolved crimes.

If you use a credit card at a ATM, it takes your photo.
