"….Targeting a soldier who fought in Afghanistan might not be terrorism in the sense of an indiscriminate attack on civilians. But the random butchery of an unarmed man far from the conflict by disconnected individuals who have nonviolent political alternatives is clearly unjustifiable in any significant religious or political tradition.
