Simple!
The thing that appeals to me is that the "down-and-outs" are consulted at each stage – and that the scheme aims to find, not any old dwelling, but homes with an aesthetic appeal.

Possibly. If solving a problem is this easy even under capitalism, just imagine what could be done – fairly easily and immediately – in a socialist society.The article also shows that people, on the whole, react favourably to being shown a bit of respect, a bit of kindness.
